ASEAN呼籲開放市場降低保護主義 東南亞國協(ASEAN)秘書長(secretary-general)Surin Pitsuwan於近日參加由泰國商會(Thai Business Club)於雅加達主辦的論壇中指出,不斷惡化的金融危機迫使很多國家採短期因應方案,朝向對經濟復甦帶有負面影響的保護主義靠攏(resort)。遂呼籲東南亞國家必須開放市場,以因應金融風暴席捲全球導致保護主義抬頭效應。而面對經濟遭受當前全球金融危機嚴重衝擊的最大關鍵字行銷市場:美國、歐盟與日本出口值急遽下滑的事實,開放區域中約有5億人口的市場不失為一個可行的(viable)方案。 基於ASEAN憲章中一個經濟體的原則,將於2015年前成立的統一市場,將廣納(embrace)來自於新加坡至緬甸10個經濟繁榮程度不一的會員國國際貿易中心。統一市場為促進ASEAN與全球經濟接軌(integrate),將允許會員國間商品、服務、投資與技術人員的自由流通(flow)。成立單一經濟體立即見到之效果長灘島是於2010年在農業、空運(air travel)橡膠與木製品、網際連結、汽車(automotive)、電器、漁業、保健業、物流(logistics)、紡織品(textile)、服飾(apparel)與旅遊業等12個優先領域排除(elimination)關稅與非關稅障礙。經濟體的未來藍圖預定2月底於泰國舉行的ASEAN高峰會(summit)中定案。  秘書長並提醒與會經濟較發達區域領導人,有些團體可能會為了維護自身利益(interest)而妨礙(hamper)建立酒店工作ASEAN經濟體的願景。並請求(call on)會員國落實統一市場,並調和關稅流程與共同生產標準、放寬貨物運送限制與提升行政體系的效率。畢竟一個國家公共建設的好壞才是最終促進對區域經濟體投資意願的關鍵考量,而非關稅障礙。 (摘譯自Infofish Trade News,3 February 2009 )ASIA/PACIFICASEANASEAN’S OPEN MARKET COULD AVERT IMPACT OF GLOBAL CRISISSoutheast Asian states need to open up 21世紀房屋仲介their markets amid global financial woes that have seendeveloped economies tilt towards protectionism, said ASEAN Secretary-General, Mr. SurinPitsuwan during a forum organized by the Thai Business Club in Jakarta recently. Mr. Surinsaid that the worsening economic crisis had forced many nation-states to resort toprotectionism as a short-term solution in a movement 長灘島that was believed would bring moreadverse impact to economic improvement. An open market in a region with some half abillion people, is seen as a viable option to cope with the situation after a plunge in exports toits biggest markets, the US, the EU and Japan, whose economies are the most affected by thecurrent global financial crisis.The unified market, due to be 室內設計launched by 2015 under the ASEAN Charter’s one economiccommunity, would embrace ten member states with different levels of prosperity from theinternational trade hub of Singapore to Myanmar. The unified market would allow for the freeflow of goods, services, investment and skilled professionals among the member countries tointegrate ASEAN economies with the global 酒店打工economy.One of the most immediate implications of the building of an economic community would bethe elimination of tariffs and non-tariff barriers in 12 priority sectors, including agricultural,rubber and wood-based products along with air travel, internet linkages, automotive,electronics, fisheries, health-care, logistics, textile and apparel and tourism by 2010. 室內設計Theblueprint for the economic community is poised to be finalized during the ASEAN Summit inThailand in late February.Mr. Surin warned leaders in the region’s more developed economies that certain groups mightbe hampering the building of the ASEAN economic community to protect to their owninterests.
